MEET MEMBERS OF THE BOARD

Chairman, County Public Service Board

Basil Tangai Ngoma is an educationist, with his experience pool being concentrated in the management level of education in the different portfolios he has held in the Ministry of Education and later Directorate of Personnel Management, Office of the President. He has over 35 years’ experience in the public service. He began his career as a secondary school teacher in Kenyatta High School, Mwatate teaching Economics and History for one year and three months and later moved to the Ministry of Education Headquarters, Nairobi. He served in different ranks in the Education Ministry including District Basic Education Officer in Marsabit, Nakuru and Meru, Deputy Provincial Education officer in Garissa and Nairobi Provinces, Deputy Director of Education and a short stint as Deputy Secretary in the Ministry of Agriculture, Livestock Development and Marketing. In his career as an educationist he has also served as an Education Attaché in Kenya’s High Commission in Ottawa, Canada, Assistant Director of Education and Deputy Director of Education in Diplomatic terms. He has served in several senior management level positions in respectable educational institutions in the republic including serving as a Principal of Taita Taveta Teachers College now the Taita Taveta University College (TTUC) and as a Principal and later Director at the Government Training Institute, Mombasa now the Kenya School of Government, Mombasa Campus.Despite retiring on 30th June, 2005 his career continued shining, as its climax was epitomised when retired President Mwai Kibaki appointed him as the Chairman, Board of Governors at the Kenya Utalii College, where he served in that position for 3 years. Mr. Ngoma holds a Bachelor of Arts degree (with Education option) from University of Nairobi and an International Diploma in Educational Planning and Administration from National Institute of Educational Planning and Administration, New Delhi, India. Prior to his appointment as the Chairman of the County Public Service Board in Taita Taveta County Government, he was a board member of the District Education Board in Taita District.

Secretary/Chief Executive Officer, County Public Service Board

CS. Elipida Mwakamba is a registered and a Practicing Certified Public Secretary (CPS K) and an Accredited Governance Auditor by (ICPSK). Madam Mwakamba has a wealth of her experience in administration as she has served in different senior administrative positions in Public Service starting humbly as a committee clerk and rising to the position of Town Clerk in the defunct local authorities. She has over 20 years’ experience as an administrator having worked in Taveta Town Council, Taita Taveta County Council, Iten-Tambach Town Council, Mombasa Municipal Council and Malindi County Councils. After the new dispensation where County Governments became operational in 2013, she was the first Clerk of the County Assembly of Kilifi County in interim capacity. In her illustrious career she has received immense trainings on Human Resources, Public Procurement and Counseling so she is well equipped in executing her administrative duties. She has done various courses for senior government Officers from Kenya School of Government in Strategic Leadership Development Programme, Senior Management Course and supervisory skills development course. CS.Elipida holds a Masters degree in Master of Business Administration (Strategic management) from Jomo Kenyatta University of Agriculture and Technology (JKUAT), Bachelors’ Degree in Business Management (Purchasing and Supplies Management) from Moi University and a Diploma in Horticulture from Jomo Kenyatta University of Agriculture and Technology (JKUAT). She has a wealth of experience in Result Based Management, Performance Contracting and Rapid Results Initiative. She is an alumnus of Bura Girls High School, Taita and St. Josephs High School Chepterit. Elipida is a born again Christian and a Minister of the Gospel of Jesus Christ. .

Board member, County Public Service Board
Evelyn Shighi Mngoda is an accountant by profession. She has over 30 years’ experience as a senior accountant. Among the positions she has served in various organisations include: Deputy Manager of Magereza Sacco Limited, Credit Manager at the Kenya Bankers Sacco and Banker, Regional Manager and Finance Manager at Kenya Union of Savings and Credit Cooperatives Ltd. She has also served as a charperson and board member in the following institutions respectively: Ufanisi Sacco Society, Finance Committee Public Service Club, ICT, Recruitment/Selection at the Kenya Union of Savings and Credit Co-operatives Ltd (KUSCO). Evelyn holds a Bachelor of Commerce Degree from the University of Nairobi. Prior to her appointment as a board member of the County Public Service Board in Taita Taveta County Government, she was the Regional Manager, Coast Region at the Kenya Union of Savings and Credit Co-operatives Ltd (KUSCCO).

Stanley Madaraka Kidondi is a teacher by profession who later specialised in Chemistry. He has over 14 years’ experience in teaching. He began his career as a secondary school teacher in Canon Kituri Secondary School, Taita where he taught for ten years. There he served as the Head of Department, Sciences. There he was also active in the Sports Department and he oversaw the school’s team trainings and participation in competitions at several levels. He later moved to Bishop Njenga High School, Taveta where he was appointed the Deputy Head Teacher and he taught there for three years. Mr. Kidondi holds a Bachelor of Education (Science) Degree from Egerton University. Currently he is completing his Masters’ of Science (Chemistry) Degree at Kenyatta University. Prior to his appointment as a board member of the County Public Service Board in Taita Taveta County Government, he was teacher at Mahoo Girls High School, Taveta. He is an alumnus of Kenyatta High School, Taita.

Isaac Seiteya Makange is a former career military officer, a theologian and sociologist. He has a vast experience in various fields ranging from administration, teaching to communication. He has 21 years’ experience as a career soldier in the Kenya Defence Forces, Kenya Army division, where he joined as a service member but later rose up to several ranks to Warrant Officer II before resigning. In the military he specialized in different areas one of them being actively involved in the Crime Preventive matters and was attached to the Military Police for three years, he was also a part time instructor at the Defence ForcesTechnical College where he imparted knowledge to the service members on life skills which comprised HIV/AIDS and he served as a catechist. His colourful 21 years military career, didn’t go unnoticed as in 2004 he was awarded a medal for his diligent service in the military for two decades and to crown it all in 2007 he was awarded a long service and good conduct medal for exemplary discipline of 16 years in service. Besides military, Makange is a distinguished scholar of theology and sociology as he managed to run Annex Computer College while he was still a service member to an extent the college became ratified by the Kenya National Examination Council. He was a part time tutor at the college where he taught Community Development and Social Work, later he was appointed the Manager of the college. Mr. Makange holds a Bachelor’s degree in Divinity from St. Paul’s University, Bachelor of Theology from Kenya Methodist University (KEMU), Diploma in Theology from St. Paul’s University and certificates in Strategic Planning and Management for Development Workers, Public Relations and Project Management and Proposal Writing. Currently he is finalising his thesis of his Master’s degree in Sociology (Rural Sociology and Community Development) at the University of Nairobi.

Rhodah Mwashighadi is a trained marketer, and has a wealth of experience.She has served mainly in both public and private institutions but mainly in the Banking sector. She has over 20 years’ experience in Banking. She began her illustrious career as a Credit officer with the K-REP Bank where she served in different departments. She served K-REP Bank in different capacities including Accountant, Payments Accountant, Finance Manager, Assistant Manager and Operations Manager. She also worked in Housing Finance where she served as the Relationship Manager and later Regional Manager for Coast. Also she was a board member of Mombasa Water Company (MOWASCO) where she rose to become the Board chairperson. Rhodah is also a continuing Kenya Accountants and Secretaries National Examination Board (KASNEB) student. She holds a Bachelor’s degree in Business Administration from Kenya Methodist University. Also she has a Diploma in Audit from the Co-operative College of Kenya (the best academic student). Currently she is pursuing her Master’s degree in Strategic Management at Jomo Kenyatta University of Agriculture and Technology (JKUAT). Rhodah has also widely travelled especially relating to Banking Software Systems and among other places she has visited include South Africa, Netherlands, Poland, Greece and Israel. She is a Rotarian, currently the Treasurer of Rotary Club of Mombasa.Currently she is serving as an acting Chief officer Tourism and Environment County government of Taita Taveta.She is an alumnus of Alliance Girls.
